I think that's because we've muddied and lost sight of what were supposed to have been the "bright lines" of authority that divide the spheres of government. Instead of being public policy made and enforced with consent of the governed, it's become a tug-of-war among politicians and bureaucrats to have the last word on behalf of some special interest group or another.
