Were all tax-paid electronic and digital devices in their possession returned upon exiting govt employ?

Absolutely. All cabinet members hold OCA for their respective offices. Your points are acutley poignant and a specific reason why she is nowhere qualified for POTUS. I read a book when Clinton first took office called “Unlimited Access” that went point-by-point as to why neither Bill nor Hillary should ever be allowed to cross the threshold at the White House, let alone serve in office.

It is embarrassing to think the State Department is this incompetent. I expect these things from the Clintons. It’s in their DNA. But to think that no one, not one person, came forward with this as a whistle blower. We know about this because of a Romanian hacker who had the screen name of Guccifer, not because someone said, “Hey, this use of a private email server will endanger national security!!!”

Classified information is classified, whether stamped or not.
For example, when there were Snowden leaks, it was still forbidden to discuss or point out information that was secret versus top secret versus free to discuss when the news stories were leaked.
The only thing the lack of classification banner lines does is say she may be found innocent by ignorance, and shift the blame to the person who deleted/cut off the classification banner lines, which is a crime.
Simply her plans to meet with other high ranking people and topics of discussion are highly sensitive.
She’s an original generator of classified info, by virtue of the job.

Your point is well made and I would add that among all the scandals in which Hillary was involved this one conclusively shows that Hillary does not possess the judgement to be a garbage collector.

Credit card info, email/billing addresses, and other data released by the hackers has already been crunched by the AP to reveal Ashley Madison cheaters who were chasing-tail from numerous corporate entities, Wall Street banks, the United Nations, state universities, the US military, various federal agencies, even a White House advisor. Ashley Madison people have told law enforcement they suspect an ‘inside job’.
Hildabeast’s latest tweet is blaming the classification system as the “real problem”. They know they are busted if they are retreating back to that excuse.

Since she did not use a government server, or any other server, the only remaining possibility for her to be innocent is that the Secretary of State did not send or receive ANY classified information during her entire term.
I doubt whether even one day would go by wherein a SecState would not be dealing with classified information.
