What procedures did you distribute to other federal agencies with regard to sending classified information to your @Clintonemail.com server?

What was your preferred method for sending/receiving classified information to/from other federal agencies including POTUS?

So we have the Democrats policing themselves over wrong doings in the Hillary Email scandal.
This so mirrors the Iran deal where Iran polices itself and must report when they broke the agreement.
