The Congress has it in it’s power to outside federal judicial districts to issue arrest warrants for Clinton and other lawbreakers.

Something is wrong.First Gowdy claims support for goober Linda graham then he refuses to run for the Senate.Now he refuses to run for speaker, go figure.

Finally, rumors are Hillary will never testify since the FBI will close it all down by claiming benghazi/servergate is all under investigation which won’t be finished until 2017.

You do not have to have an indictment to arrest someone. You need probable cause. That is it.
Why do you need the DOJ to arrest? You need a judge with an arrest warrant.
I can only think of one: political backlash from We the People whom still detest those that look down upon our armed services members...and, IMO, the cry for justice of those that did NOTHING (if not aided) in the killing of our men/women in uniform.
And, to the smart ones, having a weapon to beat down upon the Left of “If I am elected, the FIRST thing I’ll do, with these facts, is appoint an independent council...”
