I would not mind building reactors in unstable nations if, and only if, they were constructed, fueled, maintained, operated and guarded by Americans, who will also take care of and safeguard the spent fuel.
Or some other trusted nation, like Russia, strange as it sounds.
I also wish we build more reactors here in the US.
It makes absolutely no sense that the US gov't allow the Iranians to develop and use technology that the enviros have deemed too unsafe for domestic use.

“Under the [Joint Comprehensive Plan of Action], one step that Iran must take is to redesign its Arak Heavy Water Research reactor, including removing its existing calandria and rendering it inoperable,” Moniz said in an Oct. 18 statement. “To support this effort, the Department of Energy’s nuclear experts will lead the U.S. effort to work with our P5+1 partners and Iran to modernize the Arak reactor, effectively eliminating a potential source of weapons-grade material.”

The "existing calandria" is the reactor itself where the nuclear fuel heats the system. This type of reactor building would have to be gutted to replace a technology similar to the CANDU reactors. Weapons plants do not typically have a steam plant to make electricity and if it did, the turbine would be relatively small.
