1) The RNC has been known to change the rules of the game, and to have secret rules not even known to RNC members.
2) Conservatives have usually been all hot air and no hard work when it comes to the details of a campaign. Certainly that was true in my old IL and in my new GA.
The scarcest of all resources is not money, nor people. It is time. The time is controlled by an election calendar that specifies the start and stop days of filing a candidacy, the start and stop days of challenging a candidacy (are delegates to conventions one of the most frequently challenged?). Conservatives only think of election day and not the many dates on the official election calendar prior to election day.
A good way for a candidate to win is to build a coalition with self-financing candidates for lesser office, county office, state rep, etc. This is especially true in the blue and purple districts that overlap the congressional district...or when the delegates are chosen statewide.
Some conservatives overlook that the big margin in the blue and purple areas more than offsets the narrow margin in the red conservative areas.
The majority of the electorate.
