I would argue his plan is far more basic. He doesn't intend to include the USA because he knows with absolute certainty that Obama will never agree to go to war at all. He is correct with absolute certainty.

Except this time, it is not Russia that has the pact with Nazi regime, it is Obama who is in bed with Islamic Terrorist and does not want to join the league of nations.
Until we, American CITIZENS, rid ourselves of the evil within, namely Obama and his Congressional supporters, we will continue to rot from within.
We cannot wait a year while Obama continues to import Islamic Terrorists onto our soils. State Governors must push back. They must call up their State Militia and secure the depots where these terrorists are being dropped off. They must pass laws banning importation of these heathans.

This would be a very good thing, Vladimir Putin is the only effective ISIS hunter left besides Nethanyahu.
Reason? The Saudis sponsor and pay for ISIS. Where do you think ISIS sells its oil? And most of the West's politicians do not want to cross the Saudis. Pooty doesn't give a sweet eff if he offends the Saudis or not while Obama does the step and fetch for the Saudis. That's why Obama has been playing rope a dope with ISIS, the Saudis have Obama in their pocket.The Saudis want ISIS to defeat IRAN and its Shiites who want to take Mecca away from the Saudis. Simple. Obama does the Saudi's bidding while trying to seem to America that he is actually doing something about ISIS when Obama is NOT and never will.
Bring in Pooty! But there is likely NO WAY Obama will go along with it. BUT the rest of Europe just might.

His proposition is rethoric because there will be no answer or a kind of diplomatic “NO” , “STFU” , we will continue “business” and tricks as usual in order to keep our power and fool our people .

In World War II, we didn't particularly like Joe Stalin either, but he had one thing we needed, and that was a still formidable Red Army to stop Hitler in his tracks and turn back the Nazis. So we made him our ally. It didn't mean we approved of, or endorsed his behavior and how he abused and mistreated the Russian people.
The alternative would have been for Hitler to rule the Eurasian land mass from the Atlantic to the Pacific, and Vladivostok would have ended up as an Axis seaport.

The difference being that Europe does not need America for this war. Putin can rally EU leaders (France especially now), and lead a multi-national invasion of the Middle East. Obama can sit it out (as yet another gift to his Muslim masters), and Putin can gain even more influence in the region afterwards. Bad for the US either way, just as the both want it.
