The Houston Zoo has reinstalled a series of signs that prohibit carrying firearms into the gates of the family-friendly attraction almost three months after taking them down under threat of legal action.
Attorney Edwin Walker with Texas Law Shield, a legal services firm for gun owners, sent a demand letter on Sept. 3 to the Houston Zoo and its corporate entity and the city's parks and recreation department asking that they take down the signs, which state "handguns not permitted on zoo grounds.'
After the signs were removed, about a week later, the zoo staff said that they would confer with lawyers to figure out the next step.
On Tuesday, Walker was notified of the zoo's sign reinstallation. He said that he soon plans on taking a complaint to the Office of the Texas Attorney General.

The city is handing over control of the George R. Brown Convention Center to a newly created government corporation, much as it did with the zoo nearly a decade ago.
City Council still will approve the annual budget of Houston First, a merger of the city’s Convention and Entertainment Facilities Department and the existing government corporation that runs the city-owned Hilton Americas. The mayor will appoint the board members.
The corporation will not have to come to the council to get expenses approved. The unionized work force of the city department will become private-sector employees of the corporation. The corporation is free to take chances by, for example, launching new trade shows without worrying that taxpayers are on the hook if the event is a bust.
Houston First will rent the GRB, Jones Hall and the Wortham Center from the city.
Ric Campo, who chairs the hotel corporation board and will similarly lead Houston First, said the merger not only combines marketing functions that could result in more convention business for the city, but it also creates a connection that could allow the profits from the Hilton to flow toward needed renovations of the city’s premier downtown arts venues...
The type of signs I ignore. If it’s public property, I’m going in. If it’s private property, then I don’t need to go there, especially to spend money.
Walker said in his September letter that the zoo’s signs were in violation of a state code because even though the zoo is privately owned, it sits on property owned by the City of Houston.
Houston Zoo spokeswoman Jackie Wallace said the signs were put back because the zoo is an educational institution that exempts if from being forced to allow firearms within its gates. Wallace said the zoo has an Education Department that employs 17 professional educators.
Residents may file complaints about unlawful gun restrictions by government entities to be forwarded to the state’s attorney general for potential fines. Local governments risk daily fines of up to $10,000, depending on the number of violations, if they fail to remove signage deemed illegal.

What’s the legal answer here?
They may be a non-profit, but it’s a real stretch to say that they are an educational institution. Even so, the zoo only leases the land from the city, so it is still city property.
SB 273 protects citizens from improperly posted 30-06 signs used to coerce CHL holders into unnecessarily disarming on government property.
And what about the statute’s teeth? Violators would face a minimum fine of $1,000 for the first incident, and as much as $10,500 for any subsequent violations.
And what about government violations?
The measure, filed in January, would not only prohibit many state and local public buildings from barring lawful concealed carry, it would strip sovereign immunity from governmental bodies and officials who pursued such policies and allow them to be sued by gun owners for damages.

Texas law requires that a very specific sign (known as a 30.06 sign) be posted to notify CHL holders that concealed carry of a firearm is not permitted.
FWIW, the county tax office where I live has a sign up stating that “concealed carrying of a firearm is prohibited..”, but it’s not the required 30.06 sign, so it doesn’t apply to Texas CHL holders.
It’s my understanding that Texas law prohibits local governments from banning CHL holders from carrying on city or county property. If the zoo has posted 30.06 signs, then maybe that’s where the issue lies.

Except for the smallest animals handguns just aren't adequate for a humane kill.
