When I was younger, My father told me that he was convinced Roosevelt knew a Japanese attack was coming, but he deliberately had our forces standing down so as to make the consequences serious enough to spur the American people into a war in which he felt we badly needed to be involved.
My friends and I have argued about this for years. Had the Japanese attack been driven off with little damage, would it have been enough to motivate the nation to war? Would we have fought a war we very badly needed to be fighting if our damage was not so severe?
To perhaps answer that question, we can note that the Japanese had previously sunk one of our ships in a deliberate attack on it. That wasn't enough. Perhaps it needed to be a Pearl Harbor to make us react.
Perhaps Europe needs a Pearl Harbor to react. I see them all dying if they don't react.
Which is better than them all dying. All the Europeans, I mean. If they do nothing, they will all eventually be killed or enslaved.

The problem with Islamic terror all along has been that affected countries have no place to go to seek action, so they take their own action with varying degrees of effectiveness.
This has to end. The Islamic world needs to be placed on notice that starting in 2016 (or 2017 if necessary) all Islamic countries will be held responsible for acts on the level of ISIS or Al Qaeda, no matter what territory these groups appear to operate from.
It is generally known and obvious to anybody that such groups have support of varying levels in countries that may formally disavow them. So we need to stop playing that game and making it clear to Saudi Arabia, Pakistan and all other major Islamic countries that the new rules are these:
After each significant terrorist act in our countries, they can expect harsh travel restrictions, trade sanctions, and if that does not work as we hope, military moves and occupations of economic resource production zones.
The most likely effective action against ISIS or Al Qaeda would come from within the Islamic world. So we need to put pressure on them to co-operate. And also, the flow of migrants needs to come to an end if terrorism continues. A further step would be repatriation of any Muslims already here who cannot pass a loyalty test. Said loyalty test needs to include in-depth investigation and lie-detector testing. This would work in favor of loyal Muslims because if the tests were stringent, then those who passed them would likely not be under suspicion afterwards.
Harsh measures, but we can’t go on playing this game of Islamic roulette. One more major attack and this should be the response.
