Tet was limited to soldiers serving overseas. When these attacks occur, both soldiers’ and civilians’ resolve will be strengthened rather than diminished. Even if a significant majority want to capitulate, a generation will rise to join the new Crusades.

Countries like Saudi Arabia and Pakistan should feel the heat, and they should have to deal with a disgruntled population, that resents the loss of their opportunities in the West.
Let them feel shame and a constant need to apologize. Social and psychological pressures could be used to manipulate them, and their societies.
