What a crock of horse $#!+. One of the first states back in the 70’s to jump when the EPA came about and lap up any new environmental regulations they spewed out.
They just want more federal pork thrown their way.
They have no industry. Oregon environmental regulations got rid of them all. They went with tourism 40 years ago.
Must be all that ethanol.
I’ve read that it gets real bad in cold weather. AK banned it a long time ago.
Something about it the exhaust being so heavy that it just hangs and doesn’t rise and eats up buildings and roads. Not to mention lungs.

Albany is just south of Salem and has a really nasty smelling paper mill right on I-5. Overall the air and water quality in the state is pretty good.

There are some mills to the east of Portland but since the wind blows strong from the west I do not think they get any of that.
I have never noticed Portland being especially polluted. Seattle gets a lot of bad air when there is a temperature inversion and I suppose Portland could get that as well Not this year, though, with all the rain the Northwest is enjoying - or not.
