The implication being “mostly stupid”, which is rich, considering Putin managed to eat Zer0’s lunch in Syria, grab Crimea right out from under NATO’s nose, completely emasculate the US-installed and -backed Ukrainian government, and generally position himself as the most looked-up-to leader in the world at the moment, along with no doubt many incidents and developments that are being kept from the public.
Putin in what ever he does is winning and obummer is just watching from behind!
