The more immediate existential threat in 1972 was the Soviet Union’s ICBM/SLBM force. The threat of the US and China working together was used to nudge them into SALT II. I do fault Bush 41 for not supporting/exploiting the ‘89 Democracy Movement.
I think the difficulty of the Foundation is that probably a lot of the money was not just going directly to benefit the Cintons, it was going to their allies.
In other words, my guess is that a lot of the payoffs to the Foundation were not just about Hillary. It was about keeping the Clinton political machine going while they were out of office. A lot of those hangers-on had to be taken care of or they might find other tits to suck on.
Has anyone done an analysis of how many Clinton machine personnel might have also been “employees” of the Foundation or somehow had “contracts” to provide services?

A $750,000 one hour speech by Billy and then the country got what they were requesting from HRC. There is more than one investigation going on at the FBI, the more serious one, is over the foundation with potential charges of racketeering, public corruption and bribery.
