I’ll go so far as to vote for the democrats. The gop must be destroyed and if we have to use the democrat party to do it then so be it. Hopefully the country will survive and a new patriotic party will rise up.

Yes, there is a Rules Committee but their decisions aren’t binding on the convention if the delegates aren’t happy with them. The delegates have the final say, without question.
