In my definition it means he is giving money to them to change their behavior...which means he is bribing them...correct?

No, it means that you are acting (you hope) stupid.
Trump is using a common figure of speech to describe a legal practice that has the obvious appearance of bribery. And probably often is.
If routine figures of speech are beyond your ken then maybe you need to take a literature class.
