Perhaps somebody with a better memory or pays more attention an help me with this: I kinda remember Paul Ryan being a young conservative firebrand or something like that when he was first elected. Is there any truth to that memory of mine memory?

I kinda remember Paul Ryan being a young conservative firebrand or something like that when he was first elected. Is there any truth to that memory of mine memory? Ryan was one of several Congressmen who put out a budget proposal in 2008, which he modified in 2010. In 2011, as Republicans were preparing alternative proposals to counter ObamaCare passed in 2010, Ryan's budget proposal was the most matured of them all and became the framework for the Republican response.
It may not be a case of Ryan being some up and coming Conservative hotshot, but rather someone in the right place at the right time with something that the leadership needed.
