I doubt that, Ryan didn't assume office in January 1999.
Paul Ryan was a minor Republican nobody then. People here on FR tend to over state the “importance” of those FBI files.
The FBI files gathered by Craig Livingston was done very early in the first Clinton term. Files like that consist of highly perishable information. Useful in the immediate but as the years go by less & less useful. There may have been information that shortened the careers of GOP Congressional leaders such as Archer, Livingston, maybe used against Newt. Also maybe something “juicy” was passed to the at Texas DA to get Delay.

People here fail to appreciate how the Clinton's (and now the DNC!) use private investigators as part of their “opposition research”. Now add the Internet metadata routinely collected as “marketing information” couple in modern data mining and a far better picture of your “opposition” is now painted. People here don't seem to understand how much data on yourself is spit out into the open every time you get on the Internet. I attend a lot of Internet & data mining conferences & symposiums. It is amazing & frightening! NSA is an amateur compared to what the commercial “social networks”, search engines, merchandise companies (e.g., Amazon, Ebay, etc.) collect on you then “analyze” and then sell this as “marketing intelligence” to anyone who can write a check. Note Google spends far far more on “data mining research” then the USG does. It's big big money! That's how Facebook can be valued at the level it is! Facebook and its ilk are the ultimate SIGINT collectors!

It's all legal well adjudicated in court cases. In fact when you filled out old warranty cards your were doing a minuscule version of this. Also remember most the CEO’s of these companies are big time lefties and very much in bed with the democrats..

Talking about “Hillary's FBI files” that's just misdirection. Remember Maxine Walters saying that Obama had some “database” that he used. That was 4 years ago. In this business that's an R/D lifetime! If you want to focus on the problem ask our GOP leaders why we are doing something similar! .

In telecommunication technology like the Internet (soon Internet-of-Things) the commercial world by far leads the way! And the coming Internet-of-Things will be even more intrusive!
