No one at the White House knew that FBI Director James Comey was going to speak on Tuesday, never mind what he’d say, White House spokesman Josh Earnest told reporters on Tuesday.
“With regard to a reaction from the White House, I don’t have an official reaction to share,” he said. “The reason for that is simply that, while the FBI is completing their investigation, the career prosecutors at the Department of Justice still have to make a final determination about how and whether to proceed.
“And we have gone to great lengths to avoid the appearance of interfering with this ongoing process. Director Comey himself noted that there was no outside influence brought to bear on this investigation. That certainly is consistent with the effort that we have made to protect the independence of the investigation.” …

If that wasn't telegraphing the outcome, I don't know what was.
Maybe that is why Comey picked such an odd day and time to hold his press conference.
Perhaps he resents being forced or coerced into not recommending a Hillary indictment and did his best to arrange things to make it obvious that the events surrounding the investigation and Obama's endorsement of Hillary are just Kabuki theater.
hHe certainly laid out a blistering case against her leaving no doubt as to Hillary's guilt.

Yes, he cleverly managed to avoid the appearance while coaching Comey behind the scene.
The Director of the FBI knew very well what was required of him if he wanted to keep the job, the office, the perks, and the pension.
I’m sure it was communicated through numerous channels.
"Appear" seems to be the operative word...

After chewing on this I have other thoughts.
The investigations opened up multiple cans of worms. To have taken Hillary into open court would have resulted in much evidence having to be off limits due to its classification.
I suspect there has been tremendous effort in place behind the scenes to more fully assess the damage being performed by those that have sensitive document privileges. That investigation need not be known to the public and thus not fully known by the AG's office.
Comey has had to walk a thin line about Lynch and his reporting-to relationship with her.
There were many potential defendants in this investigation. Does Blumenthal get off scot-free?
Here is my guess. A RICO white collar fraud investigation is in the works
Not saying we didn’t interfere, we don’t want to look like did so.
Saying the phrase “avoid the appearance” is another “let them eat cake” on the administration’s part.
