Yes, but history has been changed by the democrats so most people these days don’t know that.

You are absolutely correct.
HOWEVER, the law was signed by President Lyndon B Johnson, a Democrat.
In true democrat fashion the donks proceeded to take credit for the bill as soon as they saw an advantage in using it, even though they had fought it tooth and nail.
Typically the Republican party didn’t fight back and lost the PR battle.
