I believe it stands MAN Portable Air Defense system. Basically it is shoulder fired anti-aircraft missile. Generally they are for very short range.

The Stinger MANPAD was provided to the Afghanis to attack Soviet helicopters during the Soviet invasion in the 80s. Some sources claim that the Stinger was responsible for up to 269 Soviet aircraft shot down.
