I’ve been to Japan a number of times; a remarkably safe, clean and orderly place with basically no street crime and very gracious, pleasant people. But a friend who married a lady from Japan told me once when I asked him about the Tokyo subway poisonings, “when the Japanese go bonkers, which is very rare in their society, they really flip out”. I suspect that happened in this instance.

Probably not, actually. They’re rare as hens teeth in Nihon. Probably not a foreigner of any sort. Japanese aren’t immune from going completely berserk and the NHK report stated “Police say the man told them that he was a former employee of the center”.
... and, interesting about the Japanese death penalty, is they do not announce the day of execution to anyone. It comes as a surprise to the media, the parents and [presumably] to the person put to death.
