No the statement is correct. The person most likely to kill or abuse a child living with a parent is mommy's boyfriend, the second most likely is daddy's girlfriend, third is mommy and, as you correctly noted, the last is daddy.

This includes all forms of abuse, physical, emotional or sexual.

Stepfathers do not kill more kids than blood parents or step moms do
