He could go as a delegate from New York.You are speaking of the Convention of the States option of formulating amendment proposals, not the Congressional option. That's a totally different thing.
As far as delegates to a Convention of the States, the provision of Article II Section 6 that forbids a federal officeholder from being a presidential elector would also apply to the position of delegate to such a convention. The supporters of the Convention of the States movement pretty much agree on that.

Term limits are a bad idea. It will limit peoples representation even more. People have no effective representation now. This is not going to get any better.
Term limits reduce the amount that the politicians can steal during their time in office.
You bring up a valid point about the power of the permanent Government bureaucracy. The "Deep State" people are the ones that actually elect the politicians. Government employees should be term-limited as well as reduced in numbers.

Unless they eliminate the 30,000 permanent staffers who shuffle from congress rat to congress rat, nothing changes. The elected people are too busy raising money to write legislation. Make no mistake, our enemies are congressional staffers and agency staffers. Term limits will strengthen the power of staff as inexperienced newly elected representatives will need to be shown the ropes - by staff.

I've gone back and forth on the issue, but on balance, I'm in favor of Congressional term limits.
If a President can be term-limited, then I say go ahead and impose the same restriction on Congress...

A president cannot legislate, and to see what term limits do just look at the California legislature.
