Congress needs to, by law, take away the law-making power of the bureaucracy. That will, in effect, shrink it...
President has a role to play of course...in effect, enforcing the laws Congress has passed.
I think we need a re-alignment from statists (currently in power in both parties) to a more representative republic-—but we ALSO need a re-alignment of power back to the elected representatives of the people rather than unelected federal agents.
The IRS, the FBI, and the CIA create “fear” in people because they are often allowed to run amuck—without a check on their power. Time for the Congress (esp. the House)—directly elected by the people every two years—to re-grasp that power.

Term limits are a bad idea whose time has come.
In the days of our Founding Fathers, political offices like President, VP, and Senators were side jobs where people represent their constituents for a period of time before coming back home to do their real jobs.
Now, most people in elected office view their elected offices as their primary jobs and sources of income and will say and do anything to keep their power no matter what their constituents think.
Simply remove the pensions and special benefits. Poof! No more government "lifers".
Then burn the putrid place to the ground.
Along with being subject to the very laws they pass.No exceptions.
A responsible Congress can cut off their money and put them on the street looking for a real job.
Here is the way I see term limits working. Say I, NCC-1701, want to run for a position on The Hill. I win. I have, say, 12 years maximum and the clock is running. That means I could have two Senate terms, six House terms or any combination thereof. After my 12 years THAT’S IT! I can’t lay off a cycle and run for another 12 years max. No, my time is up. Whatever I had wanted to do in that time is over. Go home and find another job.
Oh, piff.
Trump has two of the most essential and useful tools...a bully pulpit and no fear in it's use.

Fine. But you still need a constitutional amendment to make it happen. The Supreme Court ruled on that about 25 years ago.

I think you are reading stuff into the constitution that isn’t there.
The States are free to send whoever they want to a convention of the States. If the President is a citizen of New York then he could obviously be chosen by the State of New York to be one of the delegates to a convention of the States.
The bully pulpit is fine. But it’s the only tool any president has when it comes to changing the Constitution.
The American Bar Association agrees with you. The people behind the Convention of the States movement disagree.
Can this be put on a ballot at state levels for the people to vote on it???
While you're at it, how about banning the insider trading practices...eliminate their ability to generate incredible wealth using information the rest of us aren't privy to.
