Trump’s seven point plan is excellent, with the exception of buying across state lines.
What needs to be done instead is to remove all mandates, state and federal, except minimum loss ratios.
A New Yorker may want a New York plan, but without the excess cost of expensive New York State mandates.

Government has no more business putting health insurance out of my financial reach than it does denying a woman a life-saving abortion.
Drug and care coverage should be split, with:
1. drug coverage being sold nationally across state lines, solely under federal law
2. care coverage being sold on:
a. a state/regional(metropolitan statistical area, state rural area) basis [think BC/BS of State/Region]
b. and a hospital chain/network basis [think Kaiser].
It should be kept in mind that drugs are often covered by federal patents, which have nationwide effect, so drug purchase and drug coverage should have nationwide scope.
Providers such as doctors and hospitals are licensed by states, so insurance coverage for those them is most easily done on a state or regional level.
Without needing to include drug coverage, hospitals could sell doctor and hospital care coverage themselves, cutting out the middleman and middleman costs.
