Where’s this happening? Because I never saw that in California where a CC is $1100 a semester and more than that for books.

No, worked as a field engineer for a major manufacturer of broadcast gear. A true road warrior. But I know those that have worked in public TV, and I feel your pain!

In the case of ITT Tech, yes. ITT Tech is essentially a vehicle for educational fraud using its students as loan conduits. It may not have always been that way, but it is today. ITT Tech is not alone in that behavior...there are a number of institutions, including numerous for-profit law schools, that are in on the student loan scam, also.

Community colleges are free.

Uh, no, usually not. They are a great lower-cost option for students for the first two years of post-secondary education, but as a general proposition, they are not free of cost to the student. In most states, the student will pay for tuition, fees and books, just the same as if they had enrolled in a four-year institution.

Saves President Trump the honor.

Yeah. Right.

ITT tech was not a small technical school, it was a multilevel diploma mill scam completely depending on students federal subsidiary funding. I worked for 10 years in the IT industry for some big names, Dell, IBM, NCR,GTE to name a few and not a single one would take a ITT “grad” the applied associate degrees or “industry” certification were and still are not worth the paper they are on. I had at the time an AS from ACC in computer science that cost 1800 a year for tuition and books vs 20+ thousand at ITT. I subsequently went on to 2 bachelor’s, a master’s of science and two post graduate certifications. associate degrees real ones from an accredited university get ones foot in the door but that’s about it. The glass ceiling sets in fast a 4yr university degree is required for all but basic IT work.

Unfortunately, you can say the same thing about many of our supposed institutions of higher learning. ITT isn't the only school that is failing to educate.

And yet, they'll accept "certifications" from offshore that are worth even less than the paper they are printed on.

Yes the H1b abuses in the tech industry is legendary. Why pay an American with a BS 90+k when you can get an H1b for half that and hold the visa over their heads the whole time. As for certification offshore I never saw a MCSE , CNA or any other no degree holding person in my years in the cubecitys.What was ultimately learned was that every single H1 holder lied or overstated their skills and ended up costing more in the long run they went away except for the most sweatshop of IT firms, mostly level 1,or 2 support hardware or call center. I did administration or development level so my contact with Bs was limited. I left cubecity and got a couple of real degrees in hard science’s. My graduate advisory used to say there are only two types of degrees those that require calculus and those that do not. Any real science or engineering or mathematics BS or MS will require calculus it is THE weedout class.

Same for Illinois - Community colleges are not free and we have a state income tax.
It is my understanding that if you keep your grade point up, tuition is free in Wyoming. This may end if the big o is successful in eliminating fossil fuel.

http://trends.collegeboard.org/sites/default/files/2015-trends-college-pricing-final-508.pdf page 18 is a listing of Tuition and Fees by State: Public Two-Year. There are none with $0. Alaska is not listed since they do not have a two year system

Why doesn't Alaska have a two year system? That means that many occupations aren't offered on the college level, police, fire department, hotel/restaurant, etc. Some of the college programs are absolutely outstanding.
