At the military issues forum tonight Hillary lied again when she said that material is not classified unless it is marked as such. FBI Director Comey and other security experts say the opposite.
But the real question is the handling of classified material, which is I think what the implication of your question was. And for all the viewers watching you tonight, I have a lot of experience dealing with classified material, starting when I was on the Senate Armed Services Committee going into the four years as secretary of state. Classified material has a header which says top secret, secret, confidential. Nothing and I will repeat this, and this is verified in the report by the Department of Justice none of the e-mails sent or received by me had such a header.

CLINTON: Well, I appreciate your concern and also your experience. But let me try to make the distinctions that I think are important for me to answer your question.
First, as I said to Matt, you know and I know classified material is designated. It is marked. There is a header so that there is no dispute at all that what is being communicated to or from someone who has that access is marked classified.
And what we have here is the use of an unclassified system by hundreds of people in our government to send information that was not marked, there were no headers, there was no statement, top secret, secret, or confidential.
I communicated about classified material on a wholly separate system. I took it very seriously. When I traveled, I went into one of those little tents that Im sure youve seen around the world because we didnt want there to be any potential for someone to have embedded a camera to try to see whatever it is that I was seeing that was designated, marked, and headed as classified.
Still, Comey said Clinton should have known better: There is evidence to support a conclusion that any reasonable person in Secretary Clintons position, or in the position of those government employees with whom she was corresponding about these matters, should have known that an unclassified system was no place for that conversation. He noted that even if information is not marked classified in an e-mail, participants who know or should know that the subject matter is classified are still obligated to protect it.
On July 8, Clintons language over emails changed again: I certainly did not believe that I received or sent any material that was classified, and, indeed, any of the documents that have been referred to, I think were not marked, or were marked inaccurately, as has now been clarified.
Strictly speaking, classification markings do not render information classified, and the absence of classification markings do not render it unclassified, said Steven Aftergood, director of the government secrecy project at the Federation of American Scientists. In fact, a person can share classified information at a cocktail party.
If there is no banner or header at the top of a classified email indicating that it is classified, then it is improperly marked. But the lack of such a banner does not in itself render the email unclassified. There might still be classified information in it, Aftergood said. The lack of a banner does, however, explain how a recipient might easily consider it unclassified. Isolated portion markings such as (C) might easily be overlooked or dismissed as errors, especially if their content seems innocuous.
It is worse that that! She says it is not classified unless there is a security header, and one of the released emails has here actually directing that headers be removed from classified emails in order to send them on her private server.
She is counting on the average voter to not know hoe classified information is controlled or that she sent her staffer an email to remove security classification headers from messages and send them to her unsecured server.

Hillary is now trying to defend her email ignorance/crimes by claiming a BIG HEADER was required on classified information. She ignored the fact she had her aides strip off the header and send it on her unsecure email sever - i.e. hers/their violation of law is now her defense!!

Sunday on CBSs Face the Nation, while discussing the latest round of released emails from her tenure as secretary of state, Democratic presidential front-runner Hillary Clinton said she did not break the law when instructing Jake Sullivan, her deputy chief of staff at the time to send her classified information by making sure there was no identifying heading and sending it through a non-secure channel.
Partial transcript as follows:
JOHN DICKERSON, FACE THE NATION HOST: This week another batch of emails were released by the State Department. One of them is back and forth between you and a staffer about a secure fax that wont come through. You directed him to, quote, turn into non-paper with no identifying heading and send non-secure. Arent you ordering him to violate the laws on handling classified material there?
CLINTON:. . . . Headings are not classification notices and so oftentimes were trying to get the best information we can. Obviously what Im asking for is whatever can be transmitted, if it doesnt come through secure to be transmitted on the unclassified system. No, there is nothing to that like so much else that has been talked about in the last year.
She said tonight that anything classified she used a totally different system. This is the first I’ve heard of that.

I’d bet that almost every official communication between the SofS and state department, or other government officials would at least be classified as “Confidential”, and quite a few would be classified higher.
This whole thing is totally bizarre, especially to anyone who’s been in the military and handled any degree of classified material.
Wouldn't removing a header be criminal???
if not...anyone could declassify a document by just removing the header...
One would think that every work related document handled by the Secretary of State should be (AND IS) considered as classified. Otherwise, they could just publish it in the Sunday news.

Plus, alot of these emails were cut and paste jobs from classified documents. So, the email sent had no classified header, but all of the material inside was classified.

I found it hilarious today that the “not very sophisticated” Clintoon had become an expert on classified documents. She now knows all about “headers” and sh*t. They must have had a hell of a time shoving all of that down her throat and hoping that she could “remember” and “recall” it long enough to talk about it with the “media”.

Let the average GI remove a header and put in into an e-mail and see how fast he ends up in Leavenworth! Or generate any document that talks about intel methods and sources, unannounced troop movements or specific comments on nuclear weapons storage without putting the headings and paragraph markings on it and see where it lands you.
