Since the states have never delagated the the corrupt feds, expressly via the Constitution, the specific power to regulate, tax and spend for environmental purposes, Pence needs to the following.
Pence needs to work with the states and Congress to propose an environmental protection amendment to the Constitution to the states. And if the states choose to ratify such an amendment then the feds will have the constitutional authority to regulate environmental issues and Pence will be a hero.
Trump didn’t deny climate change. He said preventing nuclear war was the highest priority, not climate change.
Pandering to the brainwashed, perhaps?
