A recent report has found that nearly one in ten of Mexico's police officers may be unfit for service....
.....more than 28,000 Mexican police agents who had failed polygraph exams, drug screens or ability tests are still on the streets, despite laws requiring police forces to fire those who do not pass these requirements.
In Sinaloa, for example, over half of police officers have failed these tests.
Similarly, some 30 percent of police in the state of Michoacán had not passed the vetting process. Veracruz has the highest total number of unfit officers on the street, with more than a quarter of police failing vetting exams. The states of Guerrero and Baja California also had large numbers of police deemed unfit for service.

Some friends moved permanently to Mexico. They told me “it’s very safe, there are guards everwhere”. mmmmmmmmm! Maybe not!

Yeah, there are police everywhere, and probably 80% of them work for the cartels.
Those who aren’t on drugs are on the take.
To bad “unfit” doesn’t mean anything anymore. Another perfectly good word turned to Duckspeak by the Left.
What they didn’t mention is Mexican cops are on the take.
Nothing like a little mordida to supplement their meager salaries.

Yeah, my friends have been robbed, had their driver kidnapped, car stolen and who knows what else. I don’t visit them.

That's part of the problem the guards get paid much more than the cops. The cops in Mexico get paid squat and their real source of income comes from Mordida (bribes) or other illegal activity.
Safe depends on where you are at in Mexico.
I have shared a house in a town in Mexico that is very safe because the wealthy and drug families vacation there and they want their families to be safe.
Also, private security is fairly reliable. Anywhere near the border, Sinaloa, Mihoacan is a war zone.

After his successful stint as mayor, Giuliani set up a private firm to advise municipal governments how to get around their intractable problems. One of the first big cities to hire his firm was Mexico City.
They had one problem in particular, that their traffic police were hopelessly corrupt. And no matter how many they fired, their replacements were just as bad.
Giuliani’s solution was both simple and brilliant. Fire them all, and hire *women* to replace them. An entire police force, top to bottom, of just women. Not criminal police, but traffic police. His logic was that women are far less prone to corruption.
While the same solution would not be practical for the criminal police, a similar idea might work. At the federal level, the most effective police Mexico has are its Marines. And while there are relatively few of them, they do most of the “heavy lifting” fighting drug cartels, and do so with a minimum of corruption. How so?
Nobody can “get to them”. They are either on their heavily defended bases, incommunicado from the public at large; or they are out on a mission, conducting military operations against the cartels. Even if their families were kidnapped or killed, it would be years before they knew it.
This concept should be combined with a traditional one, of having police from one region policing the territory of a different region far from their home. This is so they don’t know anyone, so have no unusual ties or sympathies.
So step one is to set up training bases segregated from the public. Next is to draft young men and put them through strict, military style discipline and training for a year. They must be utterly loyal to their unit and their peers. Then, they are as a group transferred to a different base that will be their operational home for the next two years.
The only time they leave their base are on combat missions.
Their rotation to “quiet” bases is if the unit has taken too many casualties, they have had too much action, or from other problems. So even if a cartel is able to penetrate a unit, that only lasts until they are shipped out and are no longer operational.
