IMO, "they" were insiders that didn't get their real start until after the Civil War, with the 14th Amendment. Unless you're talking about Hamilton - he was a bastard, but the rest were onto him, and finally shot him. I don't see the shift away from the Articles of Confederation to the Constitution as persuasive, because stronger federalism was clearly needed even way back then with Britain always looking to destroy the upstarts. Though the Treaty of Paris has some skeezy language about what was actually meant by "sovereignty."
