I thought she died when Rouge was forced to hold onto her and drain her powers.

That was the definitive version of the character (Carol Danvers). And she didn’t die, but it left her in bad shape and left the character on the sidelines for nearly two decades.
From what I gather this is a new and not-at-all improved replacement using the same name. The book probably doesn’t sell thirty thousand copies a month.
