Why ask the press spokesman? He doesn’t know. Plus his job is to blow you off and laugh under his breath.
Can one be pardoned from a crime they have not been charged with yet? How does that work?

yes.....this is what happened with the Ford/Nixon Pardon
One limitation is that a pardon cannot be issued for a crime that has not yet been committed. But as Ford did for Nixon, a blanket pardon can be issued for all crimes committed.
Also interesting to note, the constitution makes it impossible to pardon someone who has been impeached. :-)

Why would you pardon someone who has been “cleared”???
President Ford actually pardoned President Nixon for any crimes he might have committed and caught holy hell for it as we all remember.
Ford also justified it by referencing Burdick v. United States, (a 1915 U.S. Supreme Court decision) which stated that a pardon indicated a presumption of guilt, and that acceptance of a pardon was tantamount to a confession of that guilt.
So I say - let him give her a pardon but lets also ensure the Clinton Foundation never see's the light of day in 2017. Maybe have her forfeit her gubmint pension as bonus points.
The power to pardon is one of the least limited powers granted to the President in the Constitution. The only limits mentioned in the Constitution are that pardons are limited to offenses against the United States (i.e., not civil or state cases), and that they cannot affect an impeachment process. A reprieve is the commutation or lessening of a sentence already imposed; it does not affect the legal guilt of a person. A pardon, however, completely wipes out the legal effects of a conviction. A pardon can be issued from the time an offense is committed, and can even be issued after the full sentence has been served. It cannot, however, be granted before an offense has been committed, which would give the President the power to waive the laws.
Why does Trump have to make any decision on this. Isn’t that what the DOJ is all about?
She broke the law. Yes or no? There’s an investigation on the Foundation now going on, yes or no?
Trump can stay out of it.
The Kenyan would have to pardon, Hillary, Slick, Chelsea, Podesta, Mills, Ms Danger, Doug Band, Pagliano, etc.
Ford did it but doesn’t mean it was legal. No one took it to court for a ruling. Only one way to find out.
Yeah, if Trump goes down the road of indictment suddenly we’ll be seeing more of her medical records than we’d ever care to.
Obama won’t do it. He’s pissed at her for losing what they thought was an election in the bag.
It’s not revenge on his opponent. It is JUSTICE for the American people.

The pardon will include “all Federal crimes, known and unknown” from whatever date that he decides on till the date of the pardon. If Hillary can decide to be a law abiding individual on the pardon date (doubtful) then she’s off the hook.
