You cited the rules from a county in Arizona, from DC, and a us military site but I think the practice is much different in most states...There was a controversy a couple of elections back here in Va where one municipality stated they didnt count certain ballots because the numbers wouldnt have affected the outcomes.. If you have any actual documentation i could use it.
Note also California states that it may take up to 30 days (28 days for presidential electors and 30 days for all other contests) for county elections officials to verify voter records and determine if ballots have been cast by eligible voters. http://vote.sos.ca.gov/frequently-asked-questions/

True the vote is doing that and say they have uncovered 3 million illegal votes cast by illegal immigrants. Si, if that is true then he did indeed win the popular vote as well.
