I think their point maybe that Philly is finally done. If you go to the PA SOS site and look at the county breakdown, its 563,275 for Clinton and 105,876 for Trump. They are saying the final Philly count is 584,020 to 108,748.

That, along with a few other counties wrapping up, would explain the discrepancy.
