Chester County is not the city of Chester. Solid red area in Chester County, suburban to semi-rural.

They say its county ballots being recounted not the city ballots.

Still, I don’t expect it to affect the statewide result.

It has more GOP voters but it also has a substantial number of Democrats.

Hillary won Philadelphia County 82-12. She won Chester County 52-43.

I'd say you are right about the uniparty county part.

Three of its surrounding counties are red - and three are blue. I also forgot about West Chester University - I believe resident students can vote in the county.

It’s nothing to do with the vote totals. It’s all about delaying the recount completion past Tuesday, the Safe Harbor date and excluding the electoral votes.
