Now that medical marijuana has been legalized in CA,, growers are investing heavily to grow premier crops in the Coachella Valley. They anticipate being able to produce it, package it, and sell it as high class cigarettes and begin to flood the foreign markets within 2 years. Since their production streams are now more efficient and well produced with much higher quality than what the cartels can produce, they plan to overtake southern markets prior to the cartels being able to respond.

If you really think a DHS employee is dirty, DHS runs a joint intake center for complaints against employees.

These stories are primarily about CBP employees, both port inspectors and border patrol, around 40,000 officers and agents. There are definitely dirty employees working the "line," but catching them is a matter of effective monitoring of line activities. The ports already have plenty of metrics for looking for collaborators. There is a lot of data you would have to jam through, but some of that could be automated. Rotation of duties, surprise changes in assignment, in addition to auditing of passenger screening results would deter collaborators.

Border Patrol is a tougher egg to crack. It is interesting that the BP union routinely opposes installation of tracking devices on vehicles and radios, despite the obvious officer safety benefits. Tracking of vehicles, shifting of patrol areas, rotation of personnel between enforcement groups could deter both collsboration and targeting for being turned.

Another interesting factor is the makeup of the people being caught. CBP is quite boastful of their 36% minority makeup, with a large percentage of Hispanics. The racial/ethnic makeup of the collaborators is skewed greatly towards the Hispanics. Some of that is due to local hires where officers are hired and placed in their home towns. In many border towns that means people know somebody that knows somebody playing for the other side. That is a huge vulnerability. Several years ago there was a young woman hired into the BP that immediately started letting loads in, as soon as she was allowed to work alone. It was fairly obvious that she was induced to join BP for that express purpose.

There are some funny stories surrounding some these criminals. There was a dog handler walking his dog across the employee parking lot and his dog suddenly shot under another officer's truck to hit on a smuggling compartment. Always easy to catch the dumb ones.

The corruption issue pales in comparison to the current doctrine which allows literally tens of thousands of illegals to enter, after being caught. And, as far as we know, Obama hasn't solicted any bribes to undermine the laws of the land.

One might also posit that this has occurred because our system is so broken. They are constantly told to stand down and either not enforce, or actively break the laws and that has to be disheartening for anyone. In many cases, it might not be too hard for such a person to rationalize that they are merely supplementing their income by doing exactly what they have been ordered to do - look the other way.

I like Sarah Hoyt’s solution to the deficit: raffle off yearly chances to duel the Congresscritter of your choice on the State House lawn, weapons to be decided by the challenger. The money would roll in, and it might keep ‘em honest. Ish. :)

It is impossible for the drug cartels to exist with out the cooperation of the government and the banks, just a fact.

And how would you know that?

Nearly 40 years ago every county commissioner save one was indicted convicted or pled out to corruption in Oklahoma. There are 77 counties in oklahoma with the most populated ones having several commissioners. Everyone knew that you can't buy a ranch and load it with cattle on $400.00 a month, which was the commissioner salary at that time.

People know, they just accept it as a fact of life, after all he did grade my road and.....
