At the time the cars in question were being built, the US emission standards for Diesels were indeed stricter than those in Europe.
A perfect example of an out-of-control EPA.
Just finished watching the GRC Global Rallycross event in Memphis....VW Beetles won the day.
Incredible racing where the cars (VW and Subaru) are AWD/turbo, factory prepped cars, 650HP. 0 to 60 in two seconds. And just like other real-racing venues...the point is not to be a demolition derby like NASCAR.
They go out on the straightaway and reach 130 MPH, go into the infield on the dirt, have a jump of about 100 feet, a sideways sliding-turn on the dirt and then return to the asphalt track.
At this point...the Beetles can’t be beat.
It seems that your car isn't 'geared' for maximum speed, but then, most cars aren't. A higher axle ratio might give you a higher top speed in 6th gear, at the expense of fuel economy. Manufacturers usually optimize fuel economy, not performance.
