The only thing I can think of is that the FBI is trying to lull the other members of "Terminate Republicans" and any other similar vermin Hodgkinson was in touch with, into a false sense of security while they are investigated. That is the only good reason.

If that is not the reason, then this is not incompetence or stupidity, can't be. It would be another crime.
