Since when did company CEOs start making domestic policy and be allowed to openly flaunt laws?

For a while, but it really picked up after the 2008 financial crisis, when the firms involved got bailouts rather than prosecutions. Since then, the corporate world has been increasingly arrogant and confident in its own abilities to do whatever it wants. These CEOs believe that they are above the law - and based on recent history, they clearly are. Is anyone even seriously discussing using antitrust law to break these oligopolies up? They control so many legislators that any such efforts would probably be strangled in the cradle.
