When you direct money to one area, money will be redirected from that area to other areas that support diversity. Trust me on this, I worked for 3 decades for a level one research institution. I know how it works. There is a big push to provide support to graduate students and research technicians qualified only by skin color and ethnicity.
Good summation. Diversity is also a way for the unqualified, the unmotivated, and the undereducated into positions of power over their betters. It is a scam.
