Read the Constitution. Congress can “constitute tribunals inferior to the Supreme Court.” It can regulate the courts and determine their the appellate jurisdiction of the Supreme and inferior courts. It also has the power “To make Rules for the Government and Regulation of the land and naval Forces.”
Congress can simply pass a bill banning transexuals in the armed forces and deny the federal courts appellate authority over the law. Alternatively it can ban spending for gender reassignment surgery and deny the courts appellate authority. The court has no recourse with respect to matters Congress has defined as being outside its jurisdiction unless the jurisdiction is specifically delineated in the Constitution.
The Courts have seized power by decree from the Executive and Legislative branches who have acquiesced to this seizure of power. Perhaps someday the POTUS or Congress will simply announce it will not obey a court decree. Effectively doing so is no different than Obama and Bush selectively enforcing laws passed by Congress.

I fully understand enumerated powers. I also know that horse left the barn long ago. The states and the people have ceded considerable power to the federal government. Congress and the Executive branch have ceded power to federal judges. The courts meddle in the affairs of the people, the states, Congress, and the Executive branch daily. The question is how to bring the courts in line.
