The exact same thing that John Kerry and Hillary Clinton and most other past Secs of State have done -- promoting globalist / socialist interests while attempting to quash nationalist / conservative ones. In this particular case, Tilllerson and his Obama holdover comrades are, like you said, directly aiding international globalist criminal Soros. Infuriating, but far from surprising.
