Because he (or "them") weren't ready for the big whatever that was planned. Remember he was using loud music as cover for the drilling and putting up cameras. He was supposedly still drilling when the maintenance/security guys went up. They interrupted the preps and that's when he/they started shooting.

I think a lot of times, the one thing that has to be considered is the people in these cases are most always psychologically damaged in some way. Therefore, by very definition, what they do does NOT make sense.

He hit the jet-A tank with 2 API rounds which penetrated the outer wall, but not the inner wall.
There are clear photos of the two hits in the PDF report. They are obviously from API rounds.
