When doing inspections, I see many residential post tension slabs with the ends rusted off. Even the anchor plate is gone.

They had federal money in the project and they are required to “Buy American Steel”. They can use foreign steel but any project element where it is incorporated will not be eligible for reimbursement. The contractor will get paid but the contracting agency will have to refund the money to the feds.

They put too much sand in the forms and pull the cables out of the concrete into the sand. I’ve seen foundations where the concrete is less than an inch thick in places.

You would think that one cable snapping wouldn’t cause a catastrophic failure.

I agree. I did not see any concrete “I” beams underneath the floor, which are generally pre-tensioned. It looked like they were using the entire walkway floor as the bottom flange. That means post-tensioning.

I also read that they were tightening up some cables that had loosened during the move. That means to me that they probably post-tensioned it on the side of the road and did not get the holes that the cables were in fully filled with grout. The cables broke free from the inadequate grout when it was being moved. If so, that was a construction rather than a design failure.
