If they are strictly dope dogs and not dual purpose, eg patrol and dope, they could possibly be adoptable by civilians.
There would be no problem rehoming K9s into experienced homes. I used to do it myself. There are plenty of former handlers and IPO trainers who will be happy to take them.

I knew a well trained hunting dog turned family pet after its owner passed away. The dog adapted fine. He flushed every living thing in the small yard he was penned in. Couldnt take him near water. But he loved the kids.

I hate to break it to you but the answer to your question is undeniably yes, obviously constrained within the Constitution, and determined by a vote of the free public which is obviously going to depend on everyone’s life experience to tell them what’s good and bad for society. If you have a different philosophy please expound upon it. When may something be properly banned from society and who gets to determine it?

Since the dogs are trained to “alert” on command (there are too many stories about dogs alerting on the total absence of criminal leaves), it’s only necessary to retrain the two-legged critters that certain leaves are to be ignored.
