I think I see where the anti-Trump forces may be going with this: Come out and pretend that you have found lots of evidence that Trump did something wrong (which you don’t have to prove with no legal proceeding), but lament the fact that the Constitution doesn’t allow you to indict him. Then make the case that the only way that “justice” can be served, is if the House impeaches Trump and to do that requires that voters elect Democrats in the midterms.

This sounds like it’s easier for Mueller to conclude than, “Gee, we tried our damnedest but couldn’t find a thing. The president is innocent.”

Maybe Mueller (and Comey and Rosenstien) better start worrying about getting indicted for Uraniumgate, FISAgate or other issues in which they had prior involvement.

The implication is they would indict the President ‘if only they could’.

An implication that is based on spurious allegations and no evidence.

Giuliani told Fox News that Mueller has no choice but to follow *precedent. "This case is essentially over," Giuliani said. "They're just in denial."

*The precedent that federal prosecutors cannot indict a sitting president is laid out in a 1999 Justice Department memo.

Even if Democrats should regain the house with 2018 mid-terms, there is no way they will regain the Senate. A worst case scenario is that a Dem house impeaches Trump and the Senate with RINO help convicts him. If this were to happen, I believe people in droves, me included, would stop supporting the RINO party.
