Legally.

They claimed asylum.

It is a problem with our laws, that requires Congress to fix it. The caravan was organized by an American leftist group (Pueblo Sin Fronteras - People Without Borders), that coached them on how to manipulate our laws, by simply using a few buzzwords.

The Obama Administration worked hard on a full court press to increase the flow of immigrants to a flood. The Trump Administration has been undoing the many structural mechanisms that were put in place to incentivize and subsidize immigration, and to impede or prevent enforcement or deportation.

The Obama Administration literally spent hundreds of millions of dollars to assist immigrants entry, providing hotels, meals and transportation from the border - that part stopped pretty quick after President Trump’s inauguration.

AG Sessions has been active at DoJ on immigration, changing policies, shifting resources, and establishing helpful legal precedents. The huge backlog of immigration cases (which forced “catch and release” because it overwhelmed the capacity to detain), has finally stopped growing, and begun to decrease. New rules have made immigration judges more able to deport, and able to handle more cases, more quickly. More judges are being hired, and posted closer to the border for rapid turnaround. ICE is hiring more, arresting more and deporting more.

Barrier building at the border is being targeted toward where it will best prevent illegal immigration. Already funded for this year, and well into the contracting process, is 33 miles of new barrier (with patrol road, lights and sensors) to fill the gaps in the Rio Grande Valley around Mc Allen, Texas - the area of highest crossing, which Obama famously recommended to those seeking to enter illegally. Although “only” 100 miles (including new double barrier for all of San Diego, and 20 miles for El Paso) got funded in this last budget, it is solid, effective barrier, where it is needed most.

Barrier is cast in concrete, and will persist through future Administrations - but the biggest, most important long term changes, require changes to our laws. Changing chain migration to a merit-based system, and closing the loopholes (like asylum abuse) are needed, or a future Leftist Administration will simply re-open all the mechanisms that the Trump Administration has been closing.
