This Bozo overstepped his authority a year ago. Now he’s just thumbing his nose and turning handsprings.
A subpoena is only a directive to appear.
Mueller is not above the Fourth amendment. He still must get a warrant from a judge stating what he is looking for, where he expects to find it, and what crime it is supposed to be evidence of, before he can compel a person to turn over their phone.

Years ago, at the beginning of the email and cell phone era, I figured out that anything sent in email or transmitted on a cell phone needed to be treated as public information even if encrypted. Therefore, I have always acted accordingly. Back then I was concerned about foreign governments, not our own government; but that was then and things are different these days.
I think it is akin to the officer pulling you over for speeding asking to search your car.
