Winer became the State Department's special envoy to Libya in September 2013--is there any particular reason he was posted to that position during the middle of the
Benghazi investigation? His duties also overlapped with Kerry's Iranian policy: "Mr. Winer is responsible for developing, coordinating, and implementing U.S. policy on Libya, as well as resettling Iranian persons found to be in need of international protection out of Iraq."
