The answer to that is a well regulated Militia with an existing order of battle so that small units can activate link up and dovetail into divisional sized units all over the country.

I traveled in the flat Western States and looked at the towering combines and thought that they were excellent for laser smorse communication. Poperly constructed laser projectors would be all but invisible to anyone but the receiving location.
